1. Mozambique pays debt to IMF in full

            The Mozambican government fully paid, last March, its outstanding debt of 515.04 million Special Drawing Rights (equivalent to 630.1 million US dollars) to the International Monetary Fund (IMF). According to “Total IMF Credit Outstanding Movement (from 1 March 2026 to 31 March 2026)”, Mozambique’s outstanding debt stood at 515.04 SDRs at the start of this period but fell to zero by the end of March. Mozambique is the only country in this situation among 85 countries listed. The fact that Mozambique is no longer in arrears to the IMF may help the government’s efforts to obtain further loans from the Fund.

2. Mozambique hires Alvarez & Marsal to advise on public debt management

            On 02 April 2026, Mozambique said it has hired France-based consulting firm Alvarez & ​Marsal to provide specialised advisory services ‌for managing the country’s public debt, which has been putting pressure on public spending. Alvarez & Marsal aims to implement Mozambique’s ​2025-2029 public debt strategy, assisting with ​debt restructuring, negotiations with creditors, and improving the ‌debt ⁠portfolio’s risk profile, the Ministry of Finance said in a statement.

3. Government the biggest debtor to SMEs

            The president of the Association of Small and Medium Enterprises (APME) of Mozambique criticised the government on for being the largest debtor to SMEs in the country, warning that the executive is “killing” the sector. Pedro Silva also highlighted delays in invoice payments by the Mozambican state, which compromise the liquidity of small and medium enterprises and hinder the regular operation of their activities.

 4. CTA calls on government to pay its domestic debts

            Mozambique’s Confederation of Business Associations (CTA) has called on the government to pay its domestic debts, after it fully paid last March its outstanding debt of 515.04 million Special Drawing Rights (equivalent to 630.1 million US dollars) to the International Monetary Fund (IMF). The organization believes that, in the current context of extreme poverty, the country should reinforce the importance of deepening ongoing reforms, focusing on boosting the real economy and creating sustainable opportunities for citizens.

5. Mozambique Grain Institute and WFP hold working meeting; rice imports and food security on the agenda

             On 02 April 2026, The Director-General of the Mozambique Grain Institute / Instituto de Cereais de Moçambique – ICM, Luís Jobe Fazenda, received a delegation from the World Food Programme – WFP, for a working meeting focused on strengthening strategic cooperation in the area of food reserves to ensure the country’s food security, according to a press release by the ICM. During the meeting, the Director-General of ICM highlighted the institution’s role as a central actor in regulating the cereal supply chain and in establishing strategic food reserves, which are essential for responding to emergency situations.

The WFP acknowledged the importance of this partnership, noting that for more than a decade it has sought to support the creation of strategic reserves in the country, in a context of high vulnerability to climate shocks and constraints in international financing, exacerbated by factors such as the war in Ukraine.

6. Brazilian Senate authorises restructuring of Mozambique’s debt with Brazil

            The Brazilian Senate approved the authorisation of a debt restructuring agreement of US$143 million (approximately R$737 million) between Mozambique and Brazil (PRS 55/2025). The text, following a message from the Executive Branch (MSF 30/2024), will proceed to promulgation. Mozambique’s debt to Brazil consists of overdue amounts from two operations. The first comprises remaining credits from the Debt Restructuring Contract signed by Brazil and Mozambique in 2004. The second operation covers financing for works at Nacala International Airport.

7. Inflation slows to 0.22% in March – INE

            Prices in Mozambique increased by 0.22% in March, a third of the growth recorded in February, recovering after logistical difficulties caused by flooding in the country, according to data released today by the National Institute of Statistics (INE). The Consumer Price Index (CPI) for March from the INE indicates that Mozambique “recorded a price increase of 0.22%”, compared with February (0.68%), again influenced by the food and non-alcoholic beverages sector, which contributed 0.11 percentage points to the total monthly variation (0.37 in February).

8. Government admits fuel crisis

            On 14 April 2026, The Mozambican government admitted that it the country is facing a serious shortage of fuel – but did not offer any solutions. Government spokesperson and Minister of Development Salim Vala told reporters after a meeting of the Council of Ministers (Cabinet) “We are in a crisis situation. It’s a global crisis and what we can say right now is that in recent days there has been a race to obtain fuel”. But the only message he could bring was “we shall wait. The government is following these situations of pressure on the fuel supply”.

9. Mozambique: Business confidence continues to decline

            Mozambique’s business leaders continue to regard the country’s economy with negative expectations, which means that business confidence has been showing a prolonged downward trend for 21 months. According to the most recent survey on Confidence Indicators and Economic Climate, published by the National Statistics Institute (INE), business leaders are predicting lower sales volumes and reduced job creation.

10. Mozambique seeks new IMF programme after early debt repayment

             Mozambique has said it intends to negotiate a new support programme with the International Monetary Fund (IMF) following the early repayment of its debt, during meetings taking place this week in Washington with officials from international financial institutions. The Mozambican delegation is led by Finance Minister Carla Loveira and is expected to hold technical meetings with officials from both financial institutions (IMF and WB) to discuss new forms of economic cooperation.

11. MIREME announces ‘exceptional and immediate measures’ to curb fuel shortages in Mozambique, allows petrol stations to source from any licensed supplier

            On 15 April 2026, in response to supply disruptions at several fuel stations, namely in Maputo, the Ministry of Mineral Resources and Energy (MIREME) has just announced “exceptional and immediate measures” to ensure fuel supply across Mozambique, allowing fuel stations to purchase products from any licensed distributor, temporarily suspending the requirement for exclusive contracts.

12. ENH, CFM and HCB sign agreement to establish gas logistics company

            Three Mozambican publicly-owned companies (National Hydrocarbons Company, the electricity company, the port and rail company) have signed a shareholders’ agreement to establish a company to be called the Integrated Natural Gas Logistics Services of Mozambique (SLIGM), aimed at strengthening the supply of gas to the domestic and regional markets. These companies also signed a Joint Development Agreement (JDA), establishing the basis for the development, financing, and implementation of the project.

13. Mozambique seeks to boost domestic production to reduce foreign exchange pressure, says minister

            Mozambique’s Finance Minister, Carla Loveira, has called for stronger domestic production to reduce pressure on imports and foreign currency reserves, amid measures aimed at ensuring fuel supply and financial stability. Still, according to the minister, the Mozambican government is carrying out a joint assessment involving the central bank, commercial banks and energy sector operators, with the aim of ensuring the availability of sufficient foreign currency to meet fuel import needs. The minister also stressed that the country should invest in strengthening productive sectors, particularly agriculture, as a way to reduce external dependence and ease pressure on the balance of payments.

14. PR Chapo invites Chinese businesses to invest

            On 17 April 2026, Mozambican President Daniel Chapo presented Mozambique’s economic potential to businesspeople from the Chinese province of Hunan and invited them to invest. He was speaking at a working breakfast, in the city of Changsa during a Sino-Mozambican Business Forum, as part of his state visit to China. Chapo stressed that Mozambique is a safe and attractive destination for investment with opportunities in such sectors as energy, agriculture, tourism, infrastructures, mineral resources and technology.

15. Mozambique looks to China for industrial boost

             Mozambique President Daniel Chapo is turning to China’s manufacturing strength to accelerate infrastructure development and sustainable growth, as he tours key industrial hubs during his first state visit since taking office in 2025. During a stop in Changsha, the capital of Hunan Province, Chapo visited advanced factories spanning electricity, heavy machinery and agricultural processing. The Mozambican leader explored smart power systems, observed automated production lines and tested modern logistics equipment, showcasing China’s industrial capabilities.

16. President seeks “new chapter” in economic, trade ties with China

            Mozambique’s President Daniel Chapo expressed his intention to open a new chapter in economic and commercial cooperation with China, aiming for “real, tangible, and measurable” economic transformation in both countries. President Chapo highlighted the opportunities created by the zero-tariff initiative announced by President Xi Jinping, which could boost Mozambican exports to China, promote mutual growth, and generate added value for both economies.

17. Beira corridor projects now have financing agreements

            On 22 April 2026, The Government of Mozambique, through the Ministry of Transport and Logistics, signed a memorandum of understanding with two Chinese companies, namely Zhongmei Engineering Group and Union Portlink Capital, for the implementation of the construction projects of the Beira Port Access Road and the Dondo Logistics Terminal. Under Public-Private Partnerships (PPPs), a consortium of private companies has been formed to invest around US$160 million, which, in addition to creating new jobs, will develop the logistics component in that part of the country.

18. IMF eyes June visit to Mozambique amid new programme talks

            The International Monetary Fund will send a team to Mozambique in June to advance talks on a new loan programme, a spokesperson said, as the country struggles with rising debt, a shrinking economy and limited resources to fund essential public services. An IMF spokesperson told the two sides had productive discussions during the Spring Meetings on the impact of the Middle East war and how best the Fund can support the authorities going forward, the spokesperson said.

 19. World Bank’s new approach focuses on job creation

            The World Bank’s new approach in northern Mozambique is focused on job creation, private sector funding and strengthening entrepreneurial skills.This statement was expressed by the head of the World Bank mission, Laurent Corthay. According to Corthay, speaking on the sidelines of a session monitoring and evaluating the impact of World Bank-financed projects in the northern province of Cabo Delgado, the Bank’s focus is aligned with the objectives of the Mozambican government, with job creation considered “the country’s greatest challenge.” This project, which is coordinated by the Mozambican Finance Ministry, is budgeted at 15 million US dollars disbursed by the World Bank.

20. President submits draft law to create Development Bank of Mozambique

             On 27 April 2026, The President of Mozambique has submitted to parliament a draft law establishing the Development Bank of Mozambique and requested its scheduling “as a matter of urgency”, the Presidency said in a statement. With the Development Bank of Mozambique, the executive reaffirms its commitment to creating instruments for promoting sustainable economic growth, economic diversification and job creation, ensuring that development “translates into concrete and lasting benefits for all citizens”.
